Only 23,000 Pakistanis can Do Private Hajj as Government Consumes Major Hajj Quota

In a move that has sparked debate among citizens and travel operators alike, only 23,000 Pakistanis will be allowed to perform Hajj through private operators this year, as the government retains a significant chunk of the allocated quota for its own program.

Pakistan’s total Hajj quota for 2025 stands at approximately 179,000 pilgrims, granted by the Kingdom of Saudi Arabia. However, a majority of these slots—over 80%—have been reserved under the government scheme, leaving a limited number for those seeking to travel through private tour operators. For many middle- and upper-income families who rely on private Hajj groups for better services and flexible scheduling, the restriction is proving to be a major roadblock.

Private Hajj operators have expressed concern over the shrinking share, citing their ability to provide customized, efficient, and often faster services for pilgrims. They argue that by limiting private participation, the government is not only stifling competition but also placing unnecessary pressure on its own logistical systems.

Moreover, critics believe the decision reflects broader issues around centralization and lack of transparency in how religious affairs are managed. “It’s not about just numbers,” said one Hajj operator. “It’s about giving people the freedom to choose how they want to fulfill their spiritual obligation.”

With rising costs and limited options, many potential pilgrims are left waiting or reconsidering their plans entirely, raising the question: Should Hajj be a matter of public policy or personal choice?
